RAT IMPLEMENTATION GUIDE ON THE SELECTION AND RECRUITMENT OF NEW STAFF

Guidelines on the Recruitment, Selection and Placement of Personnel Pursuant to the DepEd Rationalization Program Under Executive Order 366 s. 2004

  1. Background
    1. On November 15, 2013, the Rationalization Plan (RP) of the Department of Education was approved by the Department of Budget and Management (DBM). The approval included the rationalized structure and staffing pattern of offices in the Central, Regional and Schools Division Levels.
    2. As provided in the approval, personnel whose plantilla items were affected by the rationalization had the following options:
      1. Remain in government service through converting their respective item/s from regular to Co-terminus with the incumbent (CTI) status, either in DepEd including schools or other agencies; or
      2. Avail of retirement/separation package with the applicable incentives;
Personnel whose items were affected and were considered for placement to the same or comparable position/s had to undergo the set criteria and provisions stated in DepEd Order Nos. 53 s. 2013 and 27 s. 2014.
  1. Last June 13, 2014, the decisions on placement of personnel and plantilla positions as reflected in the comparative matrices and corresponding annexes were submitted to the DBM. The submission to DBM reflected the following staffing actions:
    1. Position items, whether filled or vacant, that will be retained in the Rationalized Staffing Pattern (RSP);
    2. Position items that will be converted to Co-terminous with the Incumbent (CTI) status;
    3. Position items that will be transferred to other offices within or outside the department;
    4. Position items that will be abolished since these positions were not approved in the RSP and were not filled up, vacated by the incumbents who chose the retirement/separation option or vacated by incumbents who were placed in comparable positions;
    5. Position items that will still be created and given unique plantilla item numbers upon the issuance of the Notice of Organization, Staffing and Compensation Action (NOSCA).

  1. Rationale and Purpose
    1. While waiting for the issuance of the NOSCA by the DBM, the Department recognizes the need to hire the manpower necessary to perform the functions and services. Hence, these guidelines are being issued to facilitate the process of personnel placements and transfers, and filling up of vacant positions in the Rationalized Staffing Pattern (RSP).
    2. Legal bases. These are supported by the following pertinent policy directions from the DBM and Civil Service Commission (CSC):
      1. Item No. 2.3.1 of the DBM Circular Letter No. 2013-5 dated July 22, 2013 states that the Departments with approved RP are no longer covered by the moratorium on the filling of positions  or hiring of personnel, and prior authorization for the purpose from the DBM is no longer necessary. 
      2. Item No. 3 in the Civil Service Commission (CSC) Memorandum Circular (MC) No. 03 s. 2014 dated 06 February 2014 on the Clarification on the Guidelines on the Placement of Personnel Relative to the Implementation of Approved Rationalization Plans of Agencies, states that:
b.1 “Regular recruitment and placement shall commence when all incumbents are placed to the same or comparable positions in the approved rationalized staffing pattern”;
b.2 “The agency may perform the preliminary processes of screening and assessment prior to the issuance of the NOSCA by the DBM. The agency shall use the indicative staffing pattern included in the approved RP as reference for placement of personnel to comparable positions”; and
b.3 “The agency may also conduct the screening and assessment processes for residual vacant positions after placement to comparable positions. However, the agency shall wait for the issuance of the NOSCA by the DBM prior to the issuance of appointment for said positions”.
  1. Types of Vacant Positions. There are two (2) types of vacant positions in the rationalized staffing pattern:
    1. Existing vacant positions. These are the vacant positions with existing plantilla item numbers that are retained and reflected in the Rationalized Staffing Pattern; and
    2. New positions. These are the newly-created positions in the RSP wherein the plantilla item numbers will be provided upon the issuance of the NOSCA.

  1. Major Provisions
Given these guidelines from CSC and DBM, these provisions should be followed:
  1. The recruitment and selection process for the vacant positions, whether existing vacant or new, shall follow the provisions and criteria in DepEd Order No. 66 s. 2007 entitled “Guidelines on the Appointment and Promotion of Other Teaching, Related Teaching and Non-Teaching Personnel” and DepEd Order No. 29 s. 2002 entitled “Merit Selection Plan of the Department of Education”;
  2. For the existing vacant positions, the DepEd Central Office (CO), Regional Offices (RO), and Schools Division Offices (SDO) may conduct the complete recruitment and selection process up to and including the issuance of appointments (DepEd Order No. 66 s. 2007, Section I, Item Nos. 1-15);
  3. For the new positions, the DepEd CO, ROs and SDOs may conduct the preliminary processes of screening and assessment of personnel up to and including the submission of the resolution of the Personnel Selection Board (PSB) to the respective appointing authorities prior to the issuance of the NOSCA (DepEd Order No. 66 s. 2007, Section I, Item Nos. 1-12);
However, no appointments shall be issued before the NOSCA is issued by the DBM; and
  1. Upon the issuance of the NOSCA, the DepEd offices shall ensure that the appropriate appointments and notices based on the placement to the same or comparable positions are completed and issued first before issuing appointments related to filling up of vacancies or promotions.

  1. Filling-up of Positions in the RSP
In addition, the following reminders and guidelines are hereby provided in the application of DepEd Order No. 66 s. 2007:
  1. The vacant positions shall be open to all qualified and interested applicants from within and external to DepEd;
  2. The Indicative Staffing Pattern included in the approved DepEd RP shall be used as reference in the publication of existing vacant and newly-created positions, in compliance with R.A. 7041 “Requiring the Publication of Vacant Positions in Government Offices” and DepEd Order No. 66 s. 2007;
    1. For new positions, indicate “NEW” in lieu of the plantilla item number;
    2. Approved positions in the RSP where personnel have been placed in the same or comparable positions are not considered vacant and should not be included in the publication and posting of vacancies. The placed personnel shall fill up these positions;
  3. Upon clarification from the CSC, the minimum requirements indicated in the CSC Qualification Standards Manual (1997) are to be followed for applicants to be eligible for the vacant positions;
    1. For positions unique to DepEd, please refer to the 1995 Qualification Standards Manual for Unique positions and other recent DepEd issuances that directly modified the 1995 standards (Refer to Annex A);
    2. Employees that have been placed to the same or comparable positions may still vie for promotion to higher positions, provided they meet the qualification requirements. The results of their latest performance rating shall be used as one of the references.
  4. The composition of the Personnel Selection Board (PSB) shall be retained for the Central, Regional and Schools Division offices.
    1. In the event that the CO/RO/SDO does not have an appointed/designated official to serve as chairperson of the PSB, the appointing authority shall designate the next highest official responsible for personnel management to be the chairperson of the PSB;
    2. The appointing authority shall designate competent and qualified personnel to serve as members of the PSB only in cases when there are no appointed/designated personnel holding positions identified to be members of the PSB as stated in DepEd Order No. 66 s. 2007;
    3. In the event that a PSB member is also a candidate for a specific vacant position, the appointing authority shall designate another competent member to replace the concerned member during the deliberations of the specific position;
    4. Additional members may be designated by the appointing authority, consistent with the composition of members stated in the guidelines set by the CSC, DepEd Order No. 29 s. 2002 and DepEd Order No. 66 s. 2007;
  5. Upon receipt of the NOSCA from the DBM, the DepEd offices may conduct recruitment and selection procedures for new positions as stipulated in Section I of DepEd Order No. 66 s. 2007:
    1. Appointments shall first be issued to incumbents placed to the same or comparable positions, which may have different position titles and/or plantilla item numbers than the previous items held;
The officer in-charge of personnel matters shall indicate on the appointment paper (CSC Form 33): “REAPPOINTMENT PURSUANT TO EO 366 s. 2004”; and
  1. For employees whose plantilla item numbers were retained and converted to CTI, a plantilla-type of Notice may be prepared instead of individual notices(Refer to Annex B for the template).  A copy of the Notice shall be submitted to the Central Office Personnel Division and the respective CSC Field Office for record purposes (par. 5, item 1 of CSC MC No. 03, s. 2014);
  2. After appointments or notices have been issued to the placed personnel, only then shall the appointing authority decide on the rank list/selection line-up submitted by the PSB for appointment/promotion to vacant new positions.
  3. For offices which have conducted preliminary recruitment and selection procedures as provided by Item no. 09 of this Order, succeeding procedures (Item Nos. 13-15) of DepEd Order No. 66 s. 2007 may be conducted upon receipt of the NOSCA; and
  4. Placed personnel who qualify during the regular selection process shall be issued reappointment for promotion. The vacated position shall be declared vacant.

  1. Filling-up of Positions at the School Level
    1. Existing vacant non-teaching positions at the school level may now be filled up, without waiting for the release of the NOSCA, following the guidelines under DepEd Order No. 29 s. 2002 and DepEd Order No. 66 s. 2007, provided that:
      1. Vacant positions are included in the 1997 Organization and Staffing Standards for Elementary and Secondary Schools; and
      2. Vacant positions are not included in the functions or services recommended for outsourcing (e.g. utility, building and grounds maintenance, messengerial, security and transportation/mobility).

  1. Services to be Outsourced
    1. Following DBM Circular Letter 2013-5 and in lieu of filling up vacant items, certain services  at the Central Office, Regional Offices, and Schools Division offices as well as in the schools  may be outsourced on a need basis, through the hiring of consultants/job order/contract of service personnel, where no employer-employee relationship exists, subject to the availability of funds for MOOE,  and provided it is consistent with the following:
      1. Overall policy under the approved RP on services/areas, which can be outsourced (e.g., utility, building and grounds maintenance, messengerial, security, transportation/ mobility, and information technology); and
      2. Pertinent budgetary, civil service, accounting and auditing rules and regulations.
    2. To maximize utilization of existing manpower, DepEd Offices/Units with personnel holding CTI items are not authorized to hire personnel under Contract Of Service/Job Order who will perform similar functions as those being performed by the personnel with CTI items (Item No. 2.3.2 of the DBM Circular Letter 2013-5 dated July 22, 2013);

  1. Rehiring of Retired/Separated Personnel
    1. As a reiteration of Section 17 of the IRR of EO 366 s. 2004 and Item No. 2.4 of the DBM CL 2013-5, employees who chose the retirement/separation option cannot be “appointed or hired as casuals or contractuals in any agency of the Executive Branch, including  GOCCs/GFIs, within a period of five (5) years”, wherein reemployment will be considered as new entry to civil service.
      1. Retired/Separated personnel may be appointed as teaching or medical staff in educational institutions and hospitals.
      2. DepEd regular/permanent personnel who availed of the retirement/separation option under EO 366 s. 2004 cannot be rehired under contract of service/Job Order arrangement.
      3. On a need basis, DepED offices may continue to engage the services of casual personnel under Contract of Service (COS) or Job Order (JO) status with the following provisions:
c.1 There should be a justified need for the continued services to the department;
c.2 For agency-type functions such as utility, building and grounds maintenance, messengerial, security and transportation/mobility, the COS/JO staff may be pooled together and considered as shared services of offices;
c.3 For functions identified to be performed by regular plantilla items, COS/JO personnel may be allowed to perform the functions. However, heads of offices will not be allowed to fill up the regular plantilla items;
c.4 Hiring under COS/JO arrangement shall be subject to the availability of existing MOOE funds and to existing government budgeting, accounting and auditing rules and regulations; and
c.5 Service contract shall follow the existing guidelines on hiring COS and JO employees, i.e. “no work, no pay” basis, no employer-employee relationship.

Public school teachers called for a wage increase on LABOR DAY

“Mayday is for all of us- working people to celebrate,” Teachers’ Dignity Coalition (TDC) National Chairperson Benjo Basas said. “This day recognizes our sacrifices and invaluable contribution, not just to the economy but to the entire society,” he added. Members of the TDC, said Basas, joined the workers under the Bukluran ng Manggagagawang Pilipino (BMP) and the labor alliance NAGKAISA who marched from Welcome Rotonda to Mendiola on Thursday morning. “Teachers bear the agony of low salaries, high prices of commodities, unfair labor practices, heavy workload and contractualization, among others. These are also the everyday sufferings of the Filipino workers, thus our reason to take solidarity with the rest of the working class,” he said. Basas said that the members of the TDC will be “initiating protest actions” in the remaining weeks of summer vacation for their demands before the classes in schools under the Department of Education (DepEd) resume in June. He said this is because the Aquino administration “so far has not initiated” a salary increase for teachers and government workers and the last legislated increase in their salaries was the four-tranche increase in 2009 under the Arroyo administration which was fully implemented two years ago. “P-Noy, for this day gave us assurance that there will be no increase in the wages of our brothers and sisters in the private sector, the same with us in the government,” he added. The TDC called on Malacanang to provide increase in salaries and other means of benefits for teachers and government employees through reduction in taxes, increase in productivity enhancement incentive and scrapping of divisive and deceptive performance-based bonus and granting of more benefits under the Government Service Insurance System (GSIS).(courtesy MANILA BULLETIN)

SCHOLARSHIPS FOR PUBLIC SCHOOL TEACHERS AND THEIR CHILDREN

A measure which seeks to grant scholarships for public school teachers and their children has been filed at the House of Representatives. House Bill 3035 or the proposed “Scholarship Grants to Public School Teachers and their Children Act of 2013″ was filed by former President and now Pampanga 2nd district Rep. Gloria Macapagal-Arroyo and her son Camarines Sur 2nd district Rep. Diosdado Macapagal Arroyo. Under the bill, public school teachers who have been in active service for at least two consecutive years will be eligible to avail the scholarship grants for any post graduate course. Public school teachers’ children are also covered by the bill. The grant, according to the bill, will be applicable to all public schools and state universities. “Given that education is an essential component in improving the lives of our student populace and in stimulating the economic growth of the nation, it is vital that investments in human resource, through scholarship grants, be prioritized for our teachers and their children,” Arroyo said in a statement issued Thursday.

Luistro to new DepEd officials: "Be shepherds who smell like your sheep"-DEPED

PASIG CITY --“Kung ano ang ating tinatanim, ‘yun din ang bunga. Marami kayong mga desisyon na gagawin bilang Assistant Superintendent at Superintendent. At lahat ng mga desisyon na iyan ay desisyon para sa kagawaran at para sa mga kabataang pinagsisilbihan natin.” This was how Education Secretary Br. Armin A. Luistro FSC challenged the newly-appointed executives of the Department of Education (DepEd) during their oath-taking, April 22. Schools Division Superintendents and Assistant Superintendents are third-level officials whose appointments are signed by the President and who need to swear an oath before the head of the agency. Luistro reminded the officials of the trials and challenges that may distract them from their responsibilities. He hoped that though those challenges would come, they would still remember how their decisions would affect future generations. “Ngayon ay ang unang araw na ang lahat ng inyong mga magiging desisyon ay magkakaroon ng bunga na ipapamana natin sa susunod na henerasyon. Ang bawat desisyon ay isang magandang pagkakataon hindi lamang para sa sarili, kung hindi para din sa madla,” Luistro said. DepEd Undersecretary Rizalino Rivera told the officials that with being a DepEd executive comes the responsibility to, not only take care of their personnel and the students, but to also be an example of what a real worker should be. “Kaya lagi natin isipin na lahat ng ating gagawin ay tinitignan sa loob at labas ng DepEd. Kaya dapat maging karapat-dapat tayo sa tungkulin natin,” Rivera said. The 18 newly-appointed officials vowed to give their best in doing their tasks and responsibilities and to uphold and protect the Philippine Constitution. Among these officials are Fatima R. Boado, Zenia G. Mostoles, Lorna G. Bugayong, Joann A. Corpuz, Leilani S. Cunanan, Norma P. Esteban, Imelda P. Macaspac, Jose L. Doncillo, Loida N. Nidea, Sally B. Ullalim, Maria Magdalena M. Lim, William E. Gando and Crestito M. Morcilla from Luzon; Allan B. Yap, Dexter Y. Aguilar and Roseller N. Gelig from Visayas; and Mindanao officials, Omar A. Obas and Arsenio T. Cornites Jr. In closing, Luistro quoted Pope Francis and challenged the officials to be officials ‘who smell like their sheep.’ He hopes that all officials would grow familiar and truly be more knowledgeable with the youth whom they will serve this coming June.

DEPED releases school calendar for SY 2014-2015,classes to open June 2

The Department of Education (DepEd) has officially released the school calendar for school year (SY) 2014-2015. Based on DepEd Order No. 18, series of 2014, the opening of classes shall be on Monday, June 2, 2014 and the last day shall be on Friday, March 27, 2015. "The School Calendar for School Year (SY) 2014-2015 reflects the school events and activities for the said SY. The core events and activities shall represent the actual teaching-learning days and shall be strictly observed in all schools", DepEd has stated in the memo. Education Secretary Armin Luistro said, “SY will consist of 201 school days” inclusive of the five-day In-Service Training (INSET) break and the parent-teacher conferences. Also released in the said calendar are the different school events and activities—including the number of school days per quarter. “Private schools may deviate from this school calendar. However, they may not start classes earlier than the first Monday of June and not later than the last day of August. They should also notify the appropriate DepEd officials in advance regarding any deviation, “ the DepEd Order stated. It also stated that schools may observe national and local celebrations and holidays, provided that the total number of school days shall be maintained and make-up classes shall be conducted to compensate for the school days spent for the said activities. DepEd also said that Christmas break for SY 2014-2015 shall begin on Saturday, December 20, 2014. Classes shall resume on Monday, January 5, 2014. Meanwhile, the summer classes shall begin on Monday, April 13, 2015 and end on Saturday, May 23, 2015 which is the last day for the final examination. In preparation for the opening of classes for SY 2015-2016, the schools shall conduct the following activities: early registration on Saturday, January 24, 2015 and Brigada Eskwela from May 18-23, 2015.

GRADUATION RITES 2014

The Department of Education urged various private and public schools nationwide to celebrate a simple graduation rites for the year 2014. According to DepEd Secretary Bro. Armin Luistro, he wants to maintain the solemnity of graduation rites by remaining frugal and simple. He was quoted as saying that “while the graduation rites mark a milestone in every learner, we should keep it prudent and economical. Extravagant attires and venues are not necessary to make an impression, the important thing is we send the message of nationalism, excellence and resilience to every graduate.” he said. The Graduation ceremony for the school year 2013-2014 are already scheduled to be held either on the 27the or 28th of March 2014. All private and public elementary and secondary schools nationwide should strictly comply with the requirements for graduation. DepEd emphasized that non-academic activities must be imposed as prerequisite for graduation. Based on the DepEd Order No. 9 s. 2014, the graduation rites should focus on the theme “Hindi Natitinag and Pusong Pilipino,” to pay homage to the resilience of the Filipino spirit and its triumph over calamities that hits the country for the entire school year.

DEPED Personnel take home pay down to P3,000.00 effective January 2014




Effective January 2014, the Department of Education will implement  the P3,000.00 take home pay  as new authorized base of the salary. Based on Deped Order no. 1, s. 2014,DepEd employees will be allowed to have maximum deductions provided that such deductions shall in no case reduce the monthly take home pay to an amount lower that P3,000.00.This new take home pay is P1,000.00 lower than that of last year. Reports said that this change was implemented to reduce undeducted items in the payslip of the DepEd personnel..

SENIOR HIGH SCHOOL IN 2015 INSTEAD OF 2016

-The Department of Education is already planning for the implementation of  Senior High School in 2015 instead of 2016.This is due to President Benigno Aquino's wish to see the K to 12 reform during his term.According to reports, there was a big pie of fund in the 2014 national budget intended for the construction of 15,000 classrooms for Grade 11 in 2015.
 In Sorsogon City, some secondary schools are already prepared for the implementation of senior high school.
This month, the DEPED will present the complete curriculum in Grade 11 and 12  to the multi-sectoral steering committee composed of the heads of DepEd, the Commission on Higher Education and the Technical Education and Skills Development Authority.

SEE YOU IN SEPTEMBER from PDI post



With more schools planning to adjust their academic calendar to that of the rest of the world, the Commission on Higher Education (CHEd) is weighing the proposal of the “big four” universities for a change in the start of the academic year to August or September.

But Patricia Licuanan, CHEd chair, said on Friday that the proposal would be carefully studied to determine its impact and implications on the wider education system in the Philippines.

“We are forming a technical working group and asking them to study the implications and hold consultations on this proposal,” Licuanan said in a telephone interview.

The University of the Philippines (UP) and Ateneo de Manila University (ADMU) were the first to propose the change last year. The University of Santo Tomas (UST) and De La Salle University (DLSU) followed shortly with the same plan.

Licuanan, however, said that only UP and Ateneo had notified CHEd of their plans.

DEPED SIGNS IRR OF ANTI-BULLYING ACT OF 2012 by the Daily Tribune

“Every Filipino child must be protected,” Department of Education Secretary Bro. Armin Luistro stressed following the signing yesterday by DepEd of the Implementing Rules and Regulation (IRRs) of Republic Act 10627, otherwise known as the Anti-Bullying Act of 2013.

“The Anti-Bullying Act is part of our child protection policy,” Luistro said in his address during the signing ceremony on Dec. 13 at Bulwagan ng Katarungan DepEd Complex on Meralco Avenue, Pasig City.

Luistro said Anti-Bullying Acts include cyber-bullying aside from inflicting physical harm to the child and utterance of slanderous statement or accusation which causes the victim undue emotional distress such as the use of profanities, name-calling and commenting negatively on the victims’ looks, clothes and body.

Bullying would also include social bullying which refers to any deliberate, repetitive and aggressive social behavior intended to hurt others or belittle any individual or group and gender-based bullying that humiliates a person on the basis of their sexual orientation and gender identity.

WHAT IS THE RATIONALIZATION PLAN (RAT PLAN)?

The Rationalization Program was mandated for government agencies in October 2004 through Executive Order (EO) 366
The goal is to improve the quality and efficiency of government services
Offices will be reorganized to do this

HOW WILL THE RAT PLAN IMPACT THE ORGANIZATION?
The new structure is process-oriented, meaning, offices are there to perform specific functions
Ex: BEE, BSE, and BALS have been reorganized to form the Bureau of Curriculum Development and Bureau of Learning Delivery
The new structure also takes into account changes in the DepEd’s strategic directions and technology (ICT, DRRM, etc.)

WHO ARE INCLUDED IN THE RAT PLAN?
Central Office
Regional Offices
Division office –Proper
Casual and ContractualEmployees funded under GAA-PS with appointment attested by CSC
NOT included: Schools, DepEd-ARMM, Attached Agencies, COS (GAA-MOOE), and COS (foreign-funded)

WHAT DOES IT MEAN TO BE AFFECTED?
Affected means that their current position is not in the new structure OR there are fewer items provided in the new structure
All affected employees are provided options, whether they want to remain in government service or retire/be separated with benefits

WHAT ARE THE OPTIONS FOR AFFECTED EMPLOYEES?
Remain in government service
Express intent to be placed in a comparable position and go through the placement process
If the employee is qualified, he/she may be placed in a comparable position within the same job group with same Salary Grade (SG) or up to 3 SG levels higher
It means they might change their position or job title or office but will still be working for DepEd using their skills/knowledge
Convert item toCo-Terminus with the Incumbent (CTI) status
CTI status is still a REGULAR plantilla item. Employees who choose CTI will retain their salary grade and rank, and are still entitled to the government benefits attached to their position (except for those given due to performance of specific functions i.e. RATA for the division chief)
It means they can choose to hold on to their item until they choose to retire, resign, or get appointed to another position.
They will be assigned to where their services and skills are needed.
For those interested to apply for the new or higher vacant positions, they can also choose CTI status while applying for new positions in the new structure. If they get appointed, the old item will be abolished. In the event that they don’t get appointed, they can retain the CTI status
Retirement / separation under EO 366
It means they choose not to work for government anymore. They will get more benefits than regular retirement or separation, meaning aside from what they would have gotten from GSIS, they will also get additional incentives from government (through DBM) under EO 366

Child-Friendly Approaches in the Classroom

( Lecture delivered during the INSET for teachers)

I am here to share something about child- friendly approaches in the classroom..not because I am an expert for this topic but incidentally I have met various cases of results of anti-child atmosphere in the classroom.. Aside from that, I was able to dig out the cases of bullying students and victims of bullying students…I was able to make some researches about this topic in my quest to analyze what motivates child to bully and as teachers, how do we react and resolve this problem….

My fellow teacher, i know many of you….knew this topic already.. but let this be a validation of your stock knowledge on Child- friendly approaches….

We are passing through into a great transition. The old is becoming obsolete and The new is still in the process of emergence….

In the age of Multi media together with the emergence of information technology, the learner is becoming complicated and very difficult to understand.

Take this situation, most of the students today are most inclined in the information technology gadget including exposition to internet like facebook games, dota and many more…and that besides television.

These exposition of students to various media including social media, form part of their values and personality…we can consider them media babies

Teachers to undergo INSET while students on 5-day vacation

The Department of Education has declared semestral break for the students effective October 22-25, 2012. They are expected to return to schools on October 29, 2012.This period, the students are given a break from   hectic class activities in the first semester but the teachers will undergo trainings for the whole week of semestral break.Purposely, the teacher will be given inputs to enrich concepts , enhance capabilities and discover some breakthrough in teaching.

The teachers do not deserve public trial

There were many reported incidents of alleged abuses  of teachers against students and several of them are now facing administrative and criminal cases. These incidents are usually sensationalized and put the teachers on shame and public trial.This treatment to teachers is not  fair. I firmly believe that teachers will not willfully hurt or abuse students.There are certain circumstances that trigger the teacher to do such act.
Under normal situation, teachers love their work and they know the consequence of hurting or abusing students.People should understand that teachers do not deal with saints or behaved students.For about 6 hours of contact with students, you cannot expect a teacher to hold on all the time. There will always be situations that they could commit undesirable treatment if triggered with unexpected circumstances that may be committed by undisciplined students.
In this case, teacher should not be subjected to public trial. He deserves reasonable  treatment of laws. His case must be treated privately just like the treatment given to minors. Not because he is minor but  because he is working with minors and the motive of his act cannot be considered willful act.I do not claim that he be free from prosecution but I think he must be given opportunities to defend himself before the court and not before public trial.The dignity of teachers must be preserved in the eyes of the learner and the society. Until after the trial is finished, we cannot put him on shame. He must be presumed innocent until proven guilty.

It is sad but true. Democratic government is not necessarily good government. Too often, elections yield power to the few, not the many. Injustices linger beneath the rhetoric of equality. Corruption and incompetence go on and on. Voters, alas, do not always choose wisely. And yet, in Asia and the world at large, much is at risk when democracy founders, because democracy is the hope of so many. Jesse Manalastas Robredo entered Philippine politics at a time when hope was high. As mayor of Naga City from 1988 to 1998 he demonstrated that democratic government can also be good government.
In the wake of his country's People Power Revolution in 1986, Jesse Robredo responded to President Corazon Aquino's call to public service. He abandoned his executive position at San Miguel Corporation to head the Bicol River Basin Development Program in Naga, his hometown. In 1988, he stood for election as mayor and won by a slim margin. He was twenty-nine.
Once the queen city of the Bicol region, Naga in 1989 was a dispirited provincial town of 120,000 souls. Traffic clogged its tawdry business district and vice syndicates operated at will. City services were fitful at best. Meanwhile, thousands of squatters filled Naga's vacant lands, despite the dearth of jobs in the city's stagnant economy. Indeed, Naga's revenues were so low that it had been downgraded officially from a first-class to a third-class city.

Bakit nga ba kailangang magbasa?

Sasagutin ko ang tatlong tanong na ito.

Unang-una, hindi maaaring no-read, no-write ang isang guro.

Ano ang dapat binabasa ng guro? Ang mga pinakabagong aklat sa kanyang itinuturong larangan. Halimbawa, kung hindi nagbabasa ang isang guro sa agham, baka sabihin niya sa kanyang mga estudyante na planeta ang Pluto. Kung hindi nagbabasa ang isang guro sa Ingles, baka sabihin niya sa kanyang mga estudyante na ang isang pang-abay ay hindi maaaring mag-modify ng isang pangalan. Kung hindi nagbabasa ang isang guro sa Filipino, baka sabihin niya na ang Florante at Laura ay sinulat ni Balagtas para batikusin ang mga Kastila. Kung hindi nagbabasa ang isang guro sa Edukasyon sa Pagpapahalaga, baka sabihin niya sa kanyang mga estudyante na masama para sa ating mga Filipino ang pakikisama.

Napakaraming nangyayari sa mundo ng akademya na kailangang alam ng isang guro. Sabi nga mga ating mga ninuno, hindi mo maituturo ang hindi mo natutuhan, o hindi mo maibibigay ang wala naman sa iyo. Kung hindi nagbabasa ang isang guro, hindi niya maituturo ang pinakabago at pinakatama na kaalaman sa kanyang sabject na itinuturo. Masyadong mabilis ang takbo ng mga pagbabago sa iba’t ibang larangan, sa lahat ng larangan, dahil sa Web, dahil sa bilis ng komunikasyon, dahil sa rami ng mga taong paru’t parito sa iba ibang bansa.

SIGNS OF MUTUAL LOVE



Falling in love has a scientific basis. There are different hormones at work during the process of two people who are falling for each other. It's typically driven by the desire to reproduce, and finding the right match often is demonstrated by showing signs of mutual love for each other.
1.     Attraction
o    It all starts with mutual physical attraction. Scientists believe that dopamine, adrenaline and serotonin all come into play in this stage of love. During this stage, couples are mutually attracted to each other and keep entering into each other's thoughts. The chemicals in the brain can make the heart beat faster when they are together. Dopamine allows the human body to function with less sleep and increased energy. This also is the stage where sexual attraction is driven by testosterone and estrogen.
Time
o    One of the signs of mutual love is the desire to spend time together. During this stage, couples take every opportunity they can to be in each other's presence. At this time, while they are getting to know each other, they also are unconsciously deciding if this is the right mate with which to reproduce. Humans detect good mating hormones, including pheromones, via the senses, especially the sense of smell and taste. On a conscious level, this is when people are finding out what interests they have in common.
Attachment
o    Becoming attached to each other is another sign of mutual love. Scientists believe that oxytocin is the hormone behind attachment. It is a bonding chemical that is released during sex. Mutual attachment is what makes a couple work things out after arguments and when a couple has sex often, it deepens the bond due to the release of oxytocin. Mutual attachment also is what keeps couples together long enough to raise children.
Happiness
o    Mutual love is often demonstrated in the desire to make your partner happy. When a couple falls in love, they want each other to feel good and often show this in a variety of ways -- through respect, thoughtfulness and consideration. Putting your partner's needs before your own is one way to do this. Chemicals in the brain, such as dopamine and serotonin, play a part in this as well, but this behavior is typically a result of loving someone and wanting to make them happy.
